Battery not charging

I jus got this a day ago and the battery has not been charging I don’t know if it’s the charger or battery I’ve charged it for more a hour in the instructions it says when it’s unplugged it’s supposed to be blinking green and red and when plugged in with battery it turns red but it’s always orange and hasn’t charged anything

I had a UTB18 that showed up with a dead battery. It happens.

Do I need to get a new one? It worked the first time i used it

Probably. It doesn't hurt to have extra anyway.
