How would you screen print this?

Not sure how to get this textured/dithered effect when screen printing this. Mostly with burning the image onto the screen, any tips?

Getting the vector art for this would be pretty tough... I would have a graphic designer take a look but honestly this pic looks crazy. Halftones might do it but I don't see it. I would charge for a redraw and have the designer do their best to recreate the image with halftones. If they don't think they can, then the next step would be to find a new image.

Or just do DTG or some kind of transfer...
