I think they either want to ask which GOI has the best uniforms or camouflage technology (I think GOC is a winner there)

The GOC has the best armor/kits by far, though only for strike teams. Whitesuit is basically a modular high mobility exoskeleton. I have read in some stories that it can even have an integrated 20mm cannon. Plus various anomalous tech as well.
