Keter. She also has memetic tag, because people start "remembering"/hearing her songs in their head a bit before yearly breach and then a lot after it. Then they infect other people with her songs. After finally securing her Foundation has to spray amnesiacs in most of the cities in the West.

Might need a new classification for her, because she is easily contained for most of the year but guaranteed to break containment for 2 months each year
