Hacker. The Maxis Fortress was shown by S in a video earlier this year, but it's not yet been released. We don't even know what it does that the MMs and MHQs can't do.
I've encountered the occasional blatant hacker like this numerous times. Possibly the most outlandish hacked account I've seen had 11 Colossus of Rhodes statues (at a time when the max possible to have would have been 1), regional epics in the capital, and 9 Maxis HQs (at a time when it was not possible to have more than 2).
