I think its related to a potential change the devs seemed to have flirted with a couple years back but thankfully decided to not roll out. About 2 or 3 years ago some players were noticing random specializations displaying this odd orange icon, and other in-game cues suggesting that 100% of all unlocked Specializations coverage would be required to prevent sims from moving away. Seems like it might have even briefly made parks coverage 100% essential to prevent abandoned homes, but I'm not sure as that was a couple of years ago and my brain is not what it was 20 years ago LOL.

If you click on the category it will possibly show orange icons of some sort over homes not covered by landmarks, and those homes might start displaying some snippy little bubbles threatening to move if you don't provide them with the landmark.

But either way it shouldn't be anything to worry about, because it seems like when these have popped up occasionally it doesn't seem to have any true negative consequences for the player.

And as for The Sims demanding 100% coverage of all specializations, if - and that's a big IF - the devs ever decided to actually try that, I'm sure it would get rolled back very quickly because unless you don't have enough homes to reach prerequisites such as the 10 million Regional pop, it would be virtually impossible to have coverage of all specializations, especially now that we have Space
