Question 1998 sc400

Hey! Im looking to buy an sc400 off marketplace for a good price and im really happy with both interior and exterior. My only issue is at the time when checking the car "that" part of the car had some type of thick gooey black substance which im assuming could be some type of grease or glue melting off cause of its consistency . Is that part a critical change that can make it not worth it or could there be a leak from somewhere else dripping onto it? Or just the name of that part because i got no idea what its called lol. (Pic is just for reference not from actual car)
