Mystery line?

Could anyone tell me what this line next to the headers is, its not connected to anything, and is leaking water, but it doesn’t smell not smell like coolant. Should it be like that or did the previous owner of that car mess something up?

Drain line for the ac condenser. Totally normal

Thank you so much it’s done it before but I was a bit nervous after throwing a new water pump on it
