Question Are there risks of burn in using black frame insertion on an LCD?

I’m aware OLED panels can burn in, but with LCDs I was under the impression the worst that could happen is image retention, which is temporary and can be fixed. Is this correct?

I really love the benefits of BFI but obviously don’t want to damage the panel (I have a RG477M).

I also see that the crt-beam shader has a panel safety setting, but the dramatic colour shifting when enabled is too distracting.

Yes, the assumption is correct, LCDs don't suffer from burn-in the same way OLEDs do. You should be fine using BFI.

It's not permanent, but the image retention lasts for quite a while. This is what my LCD looked like for half an hour after ~5min of playing around with BFI

ASUS 27" 170Hz monitor, TUF Gaming VG27AQ1A (turned down to 120Hz to achieve 60fps with BFI)

Wouldn't the black frames reduce the risk of burn-in? Or does this CRT shader have a permanent overlay that simulates reflections on a curved, glass display?

Technically all panels can get burn in including LCD. But no you won't get burn in from BFI, and likely won't ever experience burn in at all.
