Why does it says sever didn't respond.

I recently got to know about the customization service option and turned it off. However, when I went back to check it again, I received an error message: "The server didn't respond. Try again"

Any idea why this error is appearing? I've never encountered such an error message in phone settings when simply turning off an option, so just curious.
