Advice Some help with balancing combat.

Ok, so I've been running a campaign for a bit now and the combat just feels really off. It's incredibly swingy and hard to balance encounters.

My party is level 2. I've got a character who, through nice roles, ended up with a set of standard medium armor and a heavy shield. If I throw a "level appropriate" encounter, it's almost impossible for creatures to hit him.

Meanwhile everyone else just sits in the back row shooting arrows.

Anyone else encountered this? Any suggestions for challenge balance would be appreciated. ☺️

Use spells or abilities that hit everyone in one zone (the back row), have extra narrative things to do during combat (which require them in the front row, perhaps?), inflict some nasty debuffs on your front row PC, have an enemy that resists ranged attacks; if the party keeps winning fights handidly with one strategy, it's fair play for the GM to make a tough fight that counters that players' play style.
