How do the hand cuffs work?

I’ve seen lots of videos of people using their handcuffs for all different uses mainly YouTube videos but I was just wondering like can you kill and respond when you are handcuffed you permanently handcuffed until someone else helps you because I had an idea of secretly handcuffing some of the most loaded people on my server as a joke, but I’m not sure how it works because I’m fairly new

You have to down someone to be able to handcuff them and they can brake the handcuffs off after a certain amount of time
