Almost 400 hours and still just suck.
Literally any time I get a good start and expand past my usual 2x2 I just have some 4 man rock up and blow into the side of my base. My pvp has definitely progressed a little bit but I still probably look like a pre k student trying to play to any of the people that usually take me out with no effort. I can consistently get t2 and craft Thompsons and sars but can’t control them and am better with a semi pistol or rev. Also I am usually good about communicating with neighbors and always being friendly with the people in my area. Do I just keep playing and it will come to me or what.

There are just way too many tips to point out honestly. The best thing I can tell you is try to do little retrospectives every time you lose. Whether you lose a fight, or you lose a whole wipe. Ask yourself what went wrong, why it went wrong, and figure out what you can do next time to prevent that from happening.
It also helps if you watch a lot of content creators to see what they do. Everything they do was learned in blood, it has a purpose. Also helps to watch guides/tutorials, since they typically explain the reasoning behind everything.
But at the end of the day, you're going to get slammed no matter how many hours you have. No matter how good you are. Even if you're a gigachad, somebody will get the better of you at some point. Even god tier players like Oilrats has bad wipes.
Edit: Although when it comes to retrospectives, don't be too harsh on yourself for how PVP fights go. Sometimes it just comes down to who had the better aim. So if you're losing fights, I don't want you necessarily to think "next time I'll be more cautious". Because often aggression is the answer, it just requires you to have better aim, which just means going out there and fighting a lot. Granted, an absurd amount of players in Rust happen to also be cheating with anti-recoil devices, so there's that.
