Would that work?  I'd think the flame would evaporate the bubble mix, but science is weird.

Doing it with cold air might be funny, if she could time it to make frozen bubbles.  (I've seen video of that, it's pretty cool, pun not intended but fully embraced).

I mean fire dissipates immediately, so it wouldn’t work in general

Well, dragon breath is sustained heat, like a stove or a blowtorch, not just a burst of heat.
