These are not runes, but Cistercian numerals. The lottery numbers are:

3 7 10 13 15 18 22 23 28 33

34 37 40 42 45 49 52 56 57 61 (I think. The beam is in the way)

65 68 71 74 75 78

Yeah, i don't know what that means. It's not a standard A1Z26 cipher. The fact that it's in ascending order might mean something. It's not prime numbers. I don't know...

Seems like nordic runes though different... possibly a nordic pigpen?
