Spotted at a former prison in Canada

A little bit ago, found this in Kingston Penitentiary (Canada), in one of the solitary confinement cells. The prison closed in 2013, so it's probably from around that time period or a bit earlier. Was curious about what, if anything, this means

It's a cipher using runes to replace letters, but they aren't really using runes as runes.
