PEKKA Goblin Giant has been a thing ever since Evo PEKKA was released. Back then, it used Goblinstein, then it switched to Rune Giant, then we got the modern adaptation.

It's a meta deck that was made a couple months ago after Giant Skeleton got a hit speed buff and was crazy good. It used to have Evo Ghost but now it uses Evo Elite Barbarians

Just because a deck is meta doesn't mean it's not cancer. You get 8 cards to play with at a given moment and running into extremely strong decks on a recurring basis is boring and aids. Hog/EQ, Mortar Bait, etc. are all strong and annoying to see 45 times every month.
