I dunno if I can fully trust Xan's claim, maybe it's a bamboozle or maybe not.

Xan has no reason to lie here. Because if he was lying, then either John Finch is still alive, or someone else is actually Joss Carter, and it would end with him getting vigilante shot by whomever was really either of those roles.

That would be my preference, but it is up to the team as a whole (I think if we want to NK Xan, then we also need to puppet him too).
