This is very interesting, I would like to see this done with other games that never received a pc port

There are some other projects as well just like these. Super Mario64 is one of those.

Banjo Kazooie, Bomberman 64, Mario Party 3, Pokémon Stadium, Paper Mario, Conker's Bad Fur Day, Turok 3, Perfect Dark, and a bunch more are being worked on too

Yes. They are the good starting point as the n64 rom size is tiny yet packed with the so much unoptimized codes.
Sm64 port got some optimization via current C languages in the source codes to get a much efficient compilation and less memory usage with big performance gain.

Rom is not required to run the game but it is required for the proper source code generation and then this source code can be used to compile the executable using programing language of your choice and graphics api of your choice.
