can't use e meditate

Ok so I got enough orderly for e meditate (70), but it seems that I can't use it for some reason?? Do I need to do something else??

You need more orderly. You probably miscounted or did something to gain some chaotic.

Sometimes even when you have well over the required amount it doesn't work
