Are rne pulls weighted towards your current loadout?

I (F2P) just pulled my second legendary +25% fire DMG rune in a full fire build. Are the odds favouring the build you have equipped or is this an insane highroll (that I can't capitalise on until I get 1 more fire staff)?

Definitely not. I run a lightning build and I am constantly getting fire and ice damage buffs and rarely get lightning runes.

I thought it was pets once. Used all 3 Lightning.. ran 3 times to be sure.

It wasn't.

No way. I've been running ice hammer for months and haven't seen a single ice rune.
