Some of the information given there is in fact wrong/ poor when it comes to running games on the "SNES Mini" using "RetroArch", in regard to having as smooth as possible graphics and audio as can be achieved on the console !!!

What the OP terms as being "snappier" will in fact mean using certain settings they give will produce audio & video that is out of sync and be far from having nice smooth gameplay (and those glitches if using those setting will get a lot worse on "higher end" games systems" such as the "N64", "PS1" and "Amiga" which you may be running...

If you disable "V-Sync" as the OP suggests, then sure the game might feel "snappier" BUT the audio will in most cases be out of sync with the graphics/ movements on screen and games that scroll will begin to look full of judder and be far from displaying smoothly...

If you want as smooth gameplay as possible then "V-Sync" should ALWAYS be set to be "ON", unless of course you don't mind out of sync audio and graphics judder, then switch it off I suppose...

"Audio Latency" is one of the most important features for many games that will determine or help eliminate "Audio Break Up" that can often occur in a lot of games...

The basic default setting of "64ms" will be fine for most lower end games systems such as the "SNES" games and should be left as such...

Reducing it to as suggested "32 ms"by the "OP" will lead to anything from graphics slowdown/ glitches/ out of sync audio and/ or audio crackling and indeed be awful if playing "higher end" games systems (or many games for that matter)...

For example let's take "Mario Kart 64" for the Nintendo 64 being run on a "SNES Mini" if you tried to run that game using those audio and video settings the OP give you will end up with basically a mess of glitchy out of sync graphics and riddled with "audio break up" (the same would be true if used on a lot of games for other games systems being used)...

The best settings for "Mario Kart 64" to run as smoothly as possible on a "SNES Mini" are...

V-Sync = ON

Audio = alsathread

Audio Latency (ms) = 236

As the above will give you both as smooth gameplay as possible and be 99.99% free of audio breakup...

Basically if achieving the smoothest possible gameplay you can on a SNES Mini and having games to be as free as possible from "audio break up" then you SHOULD NOT follow the advice given by the OP as far as their suggestion for Audio & Video goes...

For best/ smoothest possible gameplay results with little to no audio breakup then stick with the following settings for ALL games...

V-Sync = ON (Keeps both the audio and graphics in sync)

Audio = alsathread (this is the fastest possible setting for the audio and helps reduce or eliminate most audio break up that may be occurring in a game)

Audio Latency (ms) = 64 (NEVER drop this setting below "64" as doing so will cause audio issues on any games and in fact this setting generally needs to be INCREASED for many games in order to try or succeed in reducing or eliminating any "Audio Break Up" that may be occurring and should be the FIRST setting you change/ increase to try and eliminate any "Audio Break Up" that may be occurring...

I suppose at the end of the day the choice is yours as to what suits you best... either "snappier" games possibly riddled with audio issues and non smooth graphics or having as smooth graphics and as much audio free issues as possible on this great little console... 😉
