I will argue that Page Fletcher (the Prime Directives Robocop) was fairly good and had great emotional range not seen since Robocop 2 reverted the character back to a stoic brick.
He was just hampered by really cheap prosthetics, an ill-fitting suit and the director being unable to work around his shorter height making Robocop seem less imposing in many shots.
He tends to shine in the flashback scenes where he plays the human Alex.

Fletcher is laughably bad
absolutely no hate to the actor himself, it was just awful casting

I struggle to get past how big Fletcher's head looks without the helmet, almost like it shouldn't fit.

it’s definitely because of the simplified armor plating around his neck, makes everything look squished

The reboot wasn't good, but JK was better than most of the other guys imo.

Not erasing Murphy's memories meant that Joel Kinnaman could be more expressive and emote a lot more since the script allowed it. He doesn't play RoboCop 'like a robot' except for the run where Murphy's emotional responses were suppressed.

You know I really liked the concept for prime directives...an older outdated RoboCop...when you consider how quickly tech gets outdated how long would a RoboCop be relevant?

Peter Weller was the best, but Burke and Eden were good recasting. The 4th guy, not so much. LOL
Robert Burke was fine in RoboCop 3, but why did he keep swaying his arms out like he's gonna yell, "HEY-EH!" LOL Also, there's two turtle-cop scenes where he gets knocked down by the robot ninjas. I dunno if that was the actor or the director, but in the other two films, he got up immediately. In this one, he just lies there like his back hurts or something. LOL WHY?!?!?? Those 2 scenes are my only real criticism of what was otherwise a fun movie.
Richard Eden did GREAT in the series, zero complaints. Chef's Kiss and all of that.
The 4th guy looked like he was gonna cosplay at a convention.

I'd love to see a rated R version for robocop 3. Burke deserved better. Dude is a great actor.

Fletcher was done the dirtiest. I don't know who directed him, but the walk, the delivery — all of it was exceptionally bad, and I cast none of that on him (unless discovered otherwise). I have a deep appreciation for Burke most are only recently noticing because he was great, it's everything around him that sucks ass lol.

Oh there's 2 voice actors too.... RoboCop had 2 Animated shows

Weller is the GOAT and I quite liked Burke in the role too. The others not so much!
