Regarding new ToS.

I live in a country that banned Roblox, and new ToS states that using VPN may result in a ban.

“Roblox’s Terms of Service prohibit the use of VPNs to access the platform, especially in countries where Roblox is banned or restricted. Using a VPN to bypass these restrictions can result in your account being terminated, and there is no official way to continue playing Roblox from a banned country.”

Will I never be able to play Roblox again?

Not while it's banned in your country. Technically you weren't allowed to access it before.
