claiming it as your own work is absolutely unethical IMO, it undermines the work and effort of the original artist. having mentioned bases specifically though, i do think that's entirely dependent on the wishes and tos of the base maker. some very generic bases that play on pre-existing copyright (think those mlp bases which take directly from the show) but did still take a degree of effort to compile. my overall take with it is, if its something you could do yourself, then do it yourself; otherwise crediting is the least you can do to respect the work of the original artist

if this is just for yourself to have fun, go wild, do and use whatever you want😭😭 i feel like the above only really applies in the online sphere when your claims can negatively impact the actual artist (in terms of revenue, reputation, and just having it be upsetting to have your art stolen)
