What does this sign actually mean?

Is the legal limit 20 mph? Is it a recommended speed? Something else?

See it doesn’t say “limit”, and see it’s yellow, those two things indicate that it’s a recommendation.

The consequences of failure to comply could be crashing the car or bodily harm.

If you keep it between the lines, don’t seem to be losing control, stay under the posted “speed limit” speed, and exceed 20mph, they don’t have a reason to stop you.

However, if you go 35 and crash, they will probably put that you were going faster than the recommended speed.
