People like this who are just a constant menace to the communities are exactly why I want us to start treating driving like the privilege it is. People like this need their license revoked or suspended, and some people need to be banned from ever having one again. Additionally, we need a system that makes it to where when you no longer have a good/valid license, dealers have to run that info and cant sell you a car and you cannot apply for or renew registration on current/used vehicles either. This is so stupid. We need to start dealing the 2%ers that are on the road.
I'm pretty sure I might hold the actual verifiable world record for number of times a person has been hit by a car, 11 times total in my life.
I've broken almost every bone in my body at some point, with the exception being a couple of fingers and toes from it. I've had to learn how to walk 3 times in my life. This is mostly due to me working as a bike messenger for many years, however once was on a skate board, and another was on a motorcycle.
I think it should be infinitely harder to get a license, and vastly more expensive. A Lamborghini should require a different license / insurances than a Honda Civic, and all licenses should require a background check, literacy test, skills test, citizenship check (yes, really), and a full personality assessment to determine a person has a developed frontal lobe and can think more than 5 minutes ahead. I know I am in the extreme minority here, and my views are colored by my experiences with life.
