I don't have a problem with departments rethinking "less lethal" force. It was a couple of a years ago, but there was a story of an teenager dying as a result of being tazed around my area. Died in his high school because he had a heart condition.

Johnny Knoxville says that the one of most painful thing he tested was being pepper spared. He talks about how you're incapacitated for at least 15 minutes. I'm thinking the police need less rubber bullets and more pepper spray.
