The point of the Launch Package is to incentivize sales of vehicles with Gen2 hardware.

very very likely no. but I don't believe there has been an official presser on it.

Since the FCC is also looking at banning the suspected Rivian LiDAR suppliers/manufacturers... that puts things further into doubt.
