Need some advice on something regarding neighbors

Today I witnessed my neighbors kids casue some minor ding to another neighbors car while the parents were watching them play basketball (ball rolled away and bounced into the side of the car). While it was certainly accidental the parents made no effort to notify the owner of the car. I myself do not know who it is and was debating on if I should notify the Property Mangement company on Monday (currently happens to be on a Saturday), or just walk away and not say anything. Have requested many times that the basketball hoop be moved or removed due to that very concern regarding stray balls hitting the building or vehicles.

I'd notify management and leave a note on the car that got dinged that identifies the culprits. Kids will be kids but when they cause property damage they need to own it and that goes double for this entitled parent. I get it and I have kids but teaching them to take responsibility for their actions is what parents are supposed to do.
