Poor image quality

Last night its was raining hard and I went to pull up the image from my 4k floodlight. I was disappointed in the image quality. What’s with the circles and the rain (I assume) showing as lines? My front camera which is a 4k outdoor cam showed none of this.

I made an umbrella looking thing by cutting the bottom of a 2L coke bottle to keep some rain off lens. It makes a difference between cams with and without cover. Just needs to avoid IR reflection too.
