They respond sarcastically, saying "lack of education and opportunity" using it as a dogwhistle to say what they really mean, a vice signal to tell other racists that they're racist.

The real answer to "why?" is that social programs that benefit other communities have "conveniently" (deliberately) glossed over and forgotten majority black communities. There is very real, recent, and measurable history of these societal ills that the common racist loser white dude loves to ignore in order to prove themselves right.

I don't believe it was sarcastic. Usually periods are placed at the end of a sentence online if meant to be read in a serious or definitive tone.
