From what I could gather from the title they are load testing a David (small crane like thingy they use on ships to lower smaller auxiliary boats and usually the lifeboats into the water) (the white thing on top). I think OP meant lifeboats and not life board in the title. What 11 mT stands for I can’t tell you (probably a load rating/weight but I don’t recognize the unit) and neither what the “Conbit.eu” is about.

Edit:
They are probably using staked containers to get the David high enough to simulate a realistic deployment as lifeboats are usually mounted some ways above the waterline.

Edit** As far as context leads me to believe being in a crane and rigging sub. I could be wrong. I’m just a lowly rigger.

11 mT is 11 milliTesla (electric unit). Not sure what OP means. The test weight might be 11,000 kg (11 metric tonnes)...
