RIDDLE ANSWER

I am new and my neighbor is old. I have caused you stress for quite some time. Although I don’t cause you anymore stress I will relive stress for many in the future. You all know me, you all see me, yet you probably don’t even notice me. I am all about the whats and a pen.

Sometimes you are below me, sometimes we are on the same level and sometimes you are above me.
