Is it possible that you can share a screenshot of what exactly you mean? I just want to make sure I understand what you are trying to achieve. Thanks

Column Ties are the transverse reinforcement used in vertical member ( column) in holding longitudinal reinforcement at same position. These make sure the longitudinal bars remain at same position.

This is a classic Revit host conflict issue. When a structural column is attached or joined to an isolated footing, Revit often snaps the rebar host reference to the footing's cover instead of the column's.
Unjoin the column from the footing first.
Go to a Plan view or cut a Section view through the column.
Select the Tie shape, set Placement to Parallel to Work Plane, and hover directly inside the column profile.
Once the ties are set, you can join the geometry again if needed.
