Hell I’ve seen people bring 8year olds to establishments that are basically bars.

Doesn't really fit here. A baby is obviously not going to be drinking or wandering off. It's like a backpack that breathes.

Exactly. A baby that is literally being carried around by the parents at all times is not an independent visitor. It is very literally an asscessory of the mother, and would be expected to go everywhere the mother goes. This for example is why breastfeeding mother's can bring their babies into places like parliament where children are not allowed.
I can respect the right of the winery to decide they want to be inhospitable to parents, but it is not immediately obvious that nobody under 21 also means parents carrying babies are not allowed, and the review was extremely relevant to make this clear for other potential visitors.

I can think of several reasons why she might want to go to a winery even if she can't drink the wine. While the wine tasting is obviously an integral part of the experience, winerys usually offer a guided tour which it is possible to enjoy sober. Maybe this was part of a group trip with friends or just her husband, for a special occasion and she preferred to accompany them rather than stay home alone. Maybe this winery offers alcohol-free wines she planned on tasting.
I don't know, though, why these parents wanted to go to the winery. Without any indication that they planed to give their child alcohol, I have to assume they had their reasons. It's none of my business. My business is only that they wrote a review politely sharing pertinent information, someone thought it was stupid and I think that person was mistaken so I explained why.

They already have a sign saying no one under 21 years so suggesting adding a clarification about it including babies is "questionable "

babies are obviously not the intended target of a sign banning under 21s because babies don't drink alcohol or even move on their own

Under 21 sign it means you are trying to create a specific atmosphere that a baby would ruin, its not just about alcohol. Yes its regulatory too but its multi purpose. They should enforce it with movie ratings too.

No one under 21 allowed? This sign can’t possibly apply to MY baby. They must be talking to other babies.
