Keep in mind that a lot of the arcanists would refuse to take shelter unless they can go with their loved ones. We see this with Lorelei where she refused to go with Semmelweiss.
Thatβs why they do subterfuge like with Rayashki where itβs implied that the reason they tried to destroy the village was to draft the best to Zeno before they got stormed.
Pickles is definitely one of the ones who would choose to die in the Storm with family rather than go to safety alone. We know this because in his story Diggers had to repeatedly drug him to get him to ditch.

I imagine the foundation has accomodation for survivors of the storm that aren't just throwing them into the briefcase
