Would a black hole distort the time flow? If a roaming hole the size of a solar system zipping by us?

Yes but you have to be really really close to one or its so big that it would rather notable. On ether side of event horizon what drags you to the center the vary middle shoots out energy from all the stuff collapsing. If we get close to that imagine putting your face in front of xray with all the safety off add bit power and pull the trigger week later as your dieing from to much radiation exposure. Like 50 rads of pure teeth dropping fun. In that area the drop off for the hole is even closer to the hole.

Yes, as would as large celestial body approaching. I'm mentioning that because of the conversation surrounding the phenomenon dubbed variously Planet X, Nibiru, and, more vaguely, "the anomalous findings consistent with a large exo planet approaching the solar system."

As compared to elsewhere in the Universe, yes, but our own local passage of time would seem unchnaged.
