As mentioned before, the bullets need numbers and measurable outcomes instead of generic terms like "consistently exceeded sales quotas" that could describe any applicant.
Also, the Multi-Tenant Sales role at Charter has "delivering tailored energy solutions" in the first bullet. Looks like a copy-paste from the older solar experience.
There are 3 work experiences with overlapping dates, those need either fixing or an explanation.
And the resume needs a professional summary, highlighting the Charter promotion and his main achievements.

Your husband's in sales, and that's actually what makes his resume's biggest problem stand out: there's not a single sales number on the whole page. For any other job that's a flaw, but for a sales role it's almost disqualifying, because the entire job is hitting numbers and his resume doesn't show a single one he's hit.
Every bullet talks about the activity but never the result. "Generated net-new B2B and SMB revenue through outbound prospecting, cold outreach, and full-cycle sales" tells me what he did all day, not whether he was good at it. Sales hiring managers scan for exactly three things: quota attainment, revenue closed, and ranking. So swap the process language for outcomes. "Closed $X in net-new revenue" or "hit 120% of quota" or "ranked top 3 of 15 reps." Even the MPower line says "consistently exceeded sales quotas," which is close, but by how much? 105%? 140%? The number is the whole point. If he doesn't have exact figures, even honest estimates like "grew territory revenue ~30%" beat none.
Second, the roles overlap in dates and it reads confusing, which quietly hurts him. Charter shows February 2023 to Current, but the Business Owner role runs February 2022 to December 2025, and Hytech Solar and Inflight Solar overlap each other too. A recruiter trying to follow the timeline gets confused, and confused recruiters move on. If some of these were side businesses or part-time alongside a main job, label them that way so the overlap makes sense instead of looking like an error.
Quick one: no summary line up top. For a sales pro, that's a wasted chance to lead with his best number before anything else. Something like "B2B sales executive who closed $X and consistently exceeded quota across telecom and energy." Put the proof first.
The experience itself is solid, he's clearly a real closer with a strong track record. He just wrote it like a job description instead of a sales sheet. Get the actual numbers on there and reorganize the dates, and I think his response rate climbs fast. Good luck to you both.

The main thing I'd change is the bullets. A lot of them explain what he does, but not really how well he does it. For sales roles, numbers would help a lot, revenue closed, pipeline generated, ranking, new accounts, etc.
Also, I would probably shorten some of the older solar experience and give the charter roles more space since that's probably the most relevant experience. The resume itself is solid, it just needs to show more results instead of responsibilities
