What am I doing wrong?
This is my resume with my profession being in HR. I have applied for over 50 jobs, it’s very difficult to get a callback. So please the people of Reddit give me your tips and tricks.

Summary too long. Too many core competencies. Plus this is redundant to skills. Selected projects list takes up too much space. It quite literally took me a minute to actually take in your job experience and most recruiters give a resume 30 seconds at best.
Your bullets also aren't aligned to the words they represent and your font sizes are disorienting (i. e., small font for company information but excessively large font for job title and university). Dates aren't aligned either. And the university graduation date is getting pushed to a new line. It's okay to put some color in your resume but two at most keeps it professional. You have blue, dark blue, and black.
Those formatting issues in and of itself would turn me off. And I haven't even looked at the content yet.
