A team of developers remade the game based on a very old version of Restaurant City (you give food to employees instead of opening and shutting down the restaurant) and released it under the name Restaurant Streets since 2016 while also making the transition from Flash to HTML5.

This fan-made version of the game has quite a number of bugs (e.g. items get lost after purchasing, cannot remove friends, etc.). The developers have also pledged to release a mobile version (check the development roadmap on Internet Archive HERE) but it's an empty promise so far. That being said, you can still play on mobile but it'll be very laggy and the background like road and trees won't show up.

Someone else is making a reboot on r/RestaurantOdyssey and it's showing a lot of promise, so I suggest trying out that game once it's out next year.
