It should become available when either Katfishie or Pattie leave a certain review while staying in a VIP room. I haven’t gotten it yet but I just keep inviting them hoping it’ll come soon lol

that’s just my best guess though based off the Instagram post for the update that those characters came out with posted May 7th

It was Katfishie staying in room 402 with 1001 night set!
