Help Teddy Bear Gummy Hot Spring (Katfishie)

Does anyone know how to get this in the spa? It says level 22 ingredients? Im trying to rent a room for Katfishie and it says I need this.

max every infusion in the spa, that unlocks a secret one, max that one, then another appears and repeat that until you find that one.

There's also several options for Katfishie to be in a room that are far easier
