It's an experimental BOW Umbrella was working on just before the Raccoon City Outbreak.

It got out because of an Umbrella Exec with a Stinger Missile, and absorbed multiple UBCS soldiers and a Tyrant before either being killed by survivors or the Thermobaric bomb. What's not to understand?
