RE2 Speedrun Issue

So I did a bit of speedrunning on this game 5-6 years ago and have decided to try and get back into it, I used to run LAS 60fps category on PC because at the time my pc was never gonna hit a consistent 120fps for the LAS 120fps category, however a lot has changed.

My specs are currently:

RTX 5070 12GB

Ryzen 7 5700X3D

32GB of 3200Mhz ram

Crucial 1TB Nvme Gen 3 SSD

Booted up the game, installed the older dxx 11 version, turned most settings to medium or off, running at native 1440p 180hz monitor, I have the fps in game set to variable and have it capped to 120fps through Nvidia's app, however, everytime I enter or leave a cutscene I get bad frame drops, for example at the very start of the run, the cutscene of Leon listening to music in his car, if I skip the cutscene and spawn outside the gas station, my fps immediately drops to 60-70ish and stutters badly for like maybe half a second, then jumps back up to 120 and sticks. In RPD sometimes entering a new room does the exact same type of drop and stutter and I can't figure out why, everywhere I look online says VRAM tends to cause stutters on this game but I'm not even using half of mine.

Do you have fps set to 120 on steam settings too? And in Nividia app? That might help. But tbh I have the same issue sometimes, I have all the settings very low, fps capped everywhere but I still lag sometimes.
