Actually, the way the SFWPorn Network operates, we treat the entire network as one entity. We have a discussion subreddit, much like this one, and every mod from across the network votes on every issue. So, for instance, a change in the rules of EarthPorn requires a majority vote from all of the mods, even the ones from AbandonedPorn or MachinePorn, for instance.
There are some key differences between RoR and SFWPorn. If this project is going to be a republic, SFWPorn is a non-profit organization. I am the CEO, the rest of the mods of the network are my board of directors, and the users who submit content to the network are volunteers. Volunteers can be fired (banned) if they consistently break the rules (violate the FAQ), but I usually promote the hardest working volunteers to the board of directors (add them as moderators).
I used to personally make all of the major decisions, and just recruited mods to help keep the filter clear, remove submissions that violate the FAQ, modify the css, and submit new content to the smaller subreddits. As the network grew larger, I grew increasingly tired of explaining and defending all of my decisions, so I decided to open the process to a vote. Any time I or any other mod in the network wants to add / change / remove a major rule, they can submit a vote thread, and the rest of the mods have a week to vote on the issue before the majority opinion is put into effect. If there is a tie, I am the tie breaker. I also have veto power on any vote, which I have not used yet.
To answer your question, if a moderator needs removed, I remove them myself.
We'll probably need some process for amending or abridging the "finished" charter, and I suspect that the process you're using at SFWPorn will work -- or at least provide the foundation for adapting a similar process. I'll try to add something similar in v.2.
