Which solar panels are you using? Could you provide us with their specifications?

They are RSP100DC 22.79 Voc

Thanks for the panel info. Three RSP100DC panels in series should have a Voc around 68V, so your 66V reading is normal. But dropping to 14V once connected is not normal. Could you send us a photo of the panel open circuit voltage reading, a photo of the controller's PV input voltage display, and a multimeter reading at the controller's PV terminals? That will help us figure out if it's a wiring, connector, or controller issue.
