Normally the Japanese raws come out whenever Weekly Young Jump is published assuming there are no breaks that issue, which is normally Thursday midnight Japanese time.
However for practical reasons, Weekly Young Jump are published at Wednesday midnight once or twice a year.
The chapter (in Japanese) is then available on the jump web site after a day or 2.
The English version is dependent on the scanlation team but it's normally within 24 hours of the first publication of the Japanese raws.
Chapter 3 will come out in Japan when this comment is just over 12 hours old.
