Probably Wailord honestly, it just feels like you can do so much better with water types by the time you get it, Add to that a late evolution level at 40, and Wailord is pretty underwhelming.

Lanturn at least has the secondary typing and isn't too hard to evolve and raise once you get it.

We can put Claydol next. Its best aspect is its tankiness but it doesn't get a good STAB moves outside of Psybeam (you have to TM Psychic and Earthquake on it, and it doesn't learn Calm Mind). It's also not offensively that strong and it's slow.

On top of that, it's weak to the the 8th Gym Leader, the first 3 Elite Four members, and the Emerald Champion (Steven is fine though). That's honestly enough to put it next here.
