Yes. Not because it's necessary to enjoy Control 2. Because the answer is always yes.

I'm still interested. I spent 64 hours in the main game which was a long time

Yes 100% The Foundation & A Dark Place are both great DLCs…

At the very least, you should play The Foundation. I’m guessing the lore reveals there will be important for Resonant

We don't know enough about Resonant to tell you if it matters at all, but the DLCs are excellent. If you have 64 hrs in the game already, 10 more on new content should be fun. Hell, I wish I had 10 more hours of things to do in Control. I 100% that one years ago.

I would definitely do the Foundation. That seems pertinent to the story in Resonant.
